DHA staff will work with residents to ensure that disruption is minimised and security concerns are addressed for everyone living at Seaward Village.

DHA and Defence will endeavour to minimise the impact of the program on members and their families and keep them advised of the works through regular and consistent communication.

On Friday 3 February 2017 DHA and Defence presented the agreed upgrade proposal to PWC in a public hearing in Perth for their consideration. Parliamentary approval was granted on Wednesday 14 June 2017. Phase 1 of the upgrade project commenced October 2017, with completion June 2018. Phase 2 commenced in August 2018, with completion March 2019.

DHA will be conducting an information session/open home for all residents of Seaward Village to view a completed home in the Phase 3 upgrade.

All Seaward Village residents will be advised towards completion of the upgrade project.

1 October 2019

Phase 3 of the upgrade project commenced in June 2019 with all homes expected to be completed by February 2020.

27 February 2019

The open home/information session was successful, with positive feedback being received from Seaward Village residents. This event was held on Thursday 21 February and Friday 22 February.

Housing allocation calls have commenced for Phase 3 residents who will be moving into the completed Phase 2 properties. Call are expected to be completed by Friday 1 March 2019.

21 February 2019

At the open home/information session Phase 3 residents will receive a letter indicating the next steps of housing allocation.

31 January 2019

As you may be aware from previous updates we are expecting completion of Phase 2 in April this year. Phase 3 residents will then move into the completed Phase 2 properties. We are expecting to have all Phase 3 residents allocation finalised in February.

DHA would like to extend an invitation to all Seaward Village residents to view a completed Phase 2 upgrade works property. This provides the opportunity as a resident, to see the quality of the upgrade.

6 December 2018

DHA will be conducting interviews in December 2018/January 2019 with Phase 3 residents to allow us a better understanding of family requirements prior to any allocation/move.

An information session/open house will be held on the evening of Thursday 21 February and the morning of Friday 22 February 2019. Further information will be sent to you in January.

25 September 2018

Work is well underway of Phase 2 of the upgrade works program. The upgrade of 43 properties has commenced with the stripping out of properties. DHA’s contractor has also commenced the construction of extensions on selected properties.

27 July 2018

Phase 2 is expected to commence in the coming weeks as part of the Seaward Village upgrade works program. Works will commence in Coast Rise, with fencing being erected prior to the stripping out of properties. Due to the locality of this phase the builder and DHA do not expect any major road closures in the precinct that will impact the flow of traffic.

2 July 2018

DHA is pleased to advise that we have selected one builder for the Phase 2 upgrade project which will consist of 43 houses, and the builder will be commencing work in mid-July.

11 April 2018

An information session/open home was held in Dune Court on Tuesday 10 April and Wednesday 11 April 2018. This event provided an opportunity for all Seaward Village residents to view a completed upgrade works property.

Phase 2 residents have been notified that over the next two weeks they will receive a phone call from DHA regarding their housing allocation, with moves to be completed into Phase 1 by 30 June 2018.

An tender briefing information session for potential builders for Phase 2 was conducted on Tuesday 10 April 2018. This provided an opportunity for builders to ask questions prior to the tender close date.

15 March 2018

DHA are expecting completion of Phase 1 in May this year. Phase 2 residents will then move into the completed Phase 1 properties, and Phase 2 upgrade works will commence. We are expecting to have all Phase 2 residents allocation and move dates finalised in April and May.

All interviews for all Stage 2 residents were completed during January and February 2018. An open home has been scheduled for Tuesday 10 April 2018 and Wednesday 11 April 2018, providing the opportunity to see the quality of the upgrade.

As a Phase 2 resident this provides the opportunity to:

  • see the quality of the upgraded property
  • discuss Phase 2 and 3 of the upgrade project with DHA staff
  • discuss the allocation process with DHA staff
  • discuss your eligibility for housing (as per PACMAN), and
  • mention any information you may have forgotten at the time of your interview.

Stage 2 works is expected to commence in July 2018.

4 December 2017

In February 2018, DHA will interview all residents of Stage 2 to allow us a better understanding of family requirements prior to any allocation/move.

This will provide you with the opportunity to discuss your housing requirements one-on-one before any property allocation is made in April 2018 of the Phase 1 properties.

30 November 2017

All upgrade works in Phase 1 are underway and are expected to be completed by April 2018.

4 October 2017

DHA is pleased to advise that we have selected two builders from  our Perth Builder Panel for the project, with the first of our successful builders commencing work this week on Phase 1 of the 58 upgrades.

The first upgrade works will commence in Driftwood Place, with fencing being erected and the stripping out of properties. Commencing around the 16 October 2017 you should also start to see our second builder commence works in Horizon Court, Islandview Place and Dune Court.

13 September 2017

DHA is currently in contract negotiations with the preferred tenderers for the Phase 1 upgrade works. Tenders were evaluated on the following criteria:

  • Compliance and conformity
  • Experience
  • Competency and capability
  • Resourcing
  • Project information
  • Risk

The upgrade works are expected to commence in early October 2017.

Prior to the upgrade works commencing, contractors will be inspecting the vacant properties within Phase 1.

Seaward Village resident information sessions were held at the Gratwick Club, adjacent to Campbell Barracks on Wednesday 5 July 2017, with representatives from Department of Defence and Defence Housing Australia present.

At the morning and evening sessions resident feedback was as follows:

Concerns included:

Traffic management:
DHA will keep residents up-to-date on the commencement of works and manage traffic throughout Seaward Village with the Contractors.

Contractor behaviour:
Contractor behaviour will be managed throughout the project by DHA, if issues arise.

Personal circumstances and personal allocation issues:
These will be handled on a ‘case-by-case’ basis.

Residents queried the following:

What clothes lines will be fitted to the properties?
Preference for rotary over fixed line. This will be managed on a ‘house by house’ basis, depending on yard sizes and orientation.

Will there be direct entry to the house from the garage?
DHA advised that this is dependent on floor plan and there is no intention to provide direct access where it isn’t already provided.

What storage has been considered?
DHA advised that the storage is complaint with Department of Defence requirements and that they would not prevent erection of external storage sheds by residents.

Can we move back into current house after upgrade?
DHA advised no. All allocations are based on entitlement and ignoring this may disadvantage other ADF members.

DHA advised that reverse cycle air-conditioning will be fitted to all houses.

DHA advised residents that further information sessions will be scheduled prior to Phases 2 and 3 of the project.

On 14 June 2017 the Parliament of Australia approved the Seaward Village upgrade project. DHA and Defence representatives will host information sessions for residents in July 2017 to provide an update on the project.

1 June 2017

On 29 May 2017 the Seaward Village report was tabled in Parliament. The report has yet to be tabled in the Senate with the next sitting date scheduled for Tuesday 13 June. At this stage resident information sessions and builder briefings will take place in the week commencing 26 June or 3 July. We will continue to keep you updated on this site. Residents will also receive direct communication regarding these briefings.

In early February 2017 DHA met with the Public Works Committee to present the proposed upgrades project for Seaward Village. We are currently waiting on their recommendation and ultimately Parliamentary approval.

The Minister for Small Business, Hon Michael McCormack MP, asked the Standing Committee on Public Works (PWC) to inquire into and report on the Seaward Village – Proposed upgrades to housing for Defence families at Seaward Village, Swanbourne, Western Australia.

17 August 2016

At the information sessions held in June, DHA representatives advised that all houses in Seaward Village would be assessed in order to scope the works required as part of the housing upgrade program.

This week, building consultants employed by DHA will be starting this process. They will access the already vacant properties first but residents may also see the consultants inspecting external works on adjacent properties. The consultants will contact residents directly to arrange a time to carry out a full inspection on your property in the coming weeks.

During the week of 30 May – 3 June 2016 there will be some tree maintenance carried out in Seaward Village. Tenants of affected properties have been notified. These works are unrelated to the upgrades program and are part of the regular ongoing maintenance program conducted by DHA.
